Despite the long layoff after their Week 13 Thursday night game, the Falcons couldn't get 100 percent healthy for Sunday's game with the Panthers. Last week's NFC Defensive Player of the Week and a huge part in the five-interception effort against New Oleans, William Moore, will not be playing. He missed practice all week with a hamstring injury and was listed as questionable heading into Sunday. Chris Hope will start for Moore against Carolina.

Asante Samuel will be active on Sunday despite missing practice all week with a shoulder injury.

Other inactives for the Falcons are QB Dominique Davis, WR Tim Toone, G Phillipkeith Manley, DE Lawrence Sidbury, OG Harland Gunn and DT Travian Robinson.

Among the inactives for the Panthers are QB Clausen, WR LaFell, RB Stewart, OT Campbell, LB Anderson, C Byers and DT Edwards.
